3510 – Emergency School Closings
Authority and Delegation
The Superintendent of Schools is authorized to close schools, delay opening times, or dismiss students and staff early when hazardous weather, impassable roads, or other emergencies threaten the health and safety of students, staff, or the public. In the Superintendent's absence, this authority may be delegated to another appropriate staff member. These actions are not taken lightly, as public education is a critical function of the community and should be maintained under normal conditions except in extreme situations.
Decision-Making Criteria
In determining whether to close schools, the Superintendent shall consider multiple factors, including but not limited to:
- Existing and forecasted weather conditions.
- Driving, traffic, and parking conditions affecting public and private transportation facilities.
- Actual or imminent emergencies that would compromise school operations.
- Inability of teaching personnel to report for duty, potentially resulting in inadequate supervision of students.
- Recommendations from traffic and weather authorities, building principals, and school officials.
Schools will not be closed merely to avoid inconvenience, but if safety or operational needs require closure, delay, or early dismissal, the Superintendent will act prudently.
Notification and Communication
Announcements regarding school closings, delayed starts, early dismissals, or cancellations of after-school programs (e.g., late bus runs, athletics, or student activities) will be made through:
- Local radio and television stations
- Other communication channels as established by the District
Students, parents, and staff will be informed early each school year of the procedures for emergency closing notifications.
Personnel and Contracts
The attendance of personnel during emergency closings will be governed by their respective contracts and collective bargaining agreements. Administrative, supervisory, and operational functions should be continued to the extent possible during closures or delays.
Activity Cancellations
In the case of a school closure or early dismissal, all associated activities, including athletic events and student gatherings scheduled for that day and evening, will be canceled unless the superintendent provides alternative instructions.
