7219 – Student Participation in Graduation Exercises

Purpose

The Board of Education recognizes the importance of graduation as a milestone in a student’s educational journey and community life. Participation in commencement exercises is a privilege that honors successful completion of all district and state requirements for graduation. This policy establishes the standards and expectations for student participation in graduation ceremonies.

Eligibility 

  1. Academic Requirements 
    • Only students who have satisfactorily completed all requirements for a diploma, as established by the New York State Education Department and the district, shall be permitted to participate in graduation exercises.
    • Students completing all requirements for a certificate (e.g., CDOS or Skills and Achievement credentials) may also participate in the ceremony, in alignment with district practice.
  2. Disciplinary Standing
    • Students must be in good disciplinary standing as of the date of graduation. The Superintendent or designee has the authority to restrict participation in the ceremony if a student has engaged in serious misconduct.
  3. Attendance and Rehearsal
    • Participation requires attendance at all scheduled rehearsals and adherence to guidelines established by the principal for the orderly conduct of the ceremony. 

Standards of Conduct

  1. Code of Conduct
    • Students are expected to uphold the district’s Code of Conduct during all graduation-related activities.
    • Any behavior that disrupts the dignity or decorum of the event may result in removal from the ceremony.
  2. Dress and Appearance
    • Students shall wear the prescribed cap and gown, unless otherwise approved by the principal for religious, cultural, or accessibility reasons.
    • Additional items such as cords, stoles, or insignia must be consistent with district guidelines.

Equity and Inclusion

  • All eligible students shall have the opportunity to participate in graduation exercises regardless of disability, language needs, financial circumstances, or other personal factors. 
  • The district will provide necessary accommodations to ensure an inclusive ceremony. 

Authority

The Superintendent of Schools may establish administrative regulations and procedures to implement this policy, including approval of student participation, accommodations, and guidelines for attire, conduct, and ceremony format.
